perhaps i misunderstood, but you can define a sub query in linq like this:

iqueryable<string> blacklistedmailaddresses =
    database.set<blacklist>().select(b => b.email);

var result = database.set<user>()
    .where(x => x.usersproccessed.any())
    .where(x => !blacklistedmailaddresses.contains(x.email))
    .tolist();
